Initiative for Open Primary Nears Ballot

Proponents say they have enough signatures to make November ballot

Supporters of a proposed state constitutional amendment to change how Arizona conducts its primary elections say they have collected enough voter signatures to get it on the November ballot.

Supporters of the proposed Open Elections-Open Government Act say they've collected more than 280,000 signatures so far and will keep circulating petitions to build up a bigger cushion.

They are required to submit a little more than 259,000 valid signatures by July 5 to qualify the measure for the general election ballot.

Under the proposal, the two top primary election vote-getters for an office would advance to the general election, regardless of political party.

California is implementing a top-two system for the first time in that state's Tuesday primary.
