On Sunday, a bill passed in December now allows banks to offer prize-linked saving programs, which function as a lottery that gives savers a chance at a large prize and a savings, since the deposit goes into an account that collects interest. Supporters of this approach say it appeals to low- and moderate-income households, but will they actually boost Americans' savings rates? Karla Murthy reports on NewsHour Weekend Sunday.
