Hetty is asked by local councillor, Brian Weston to help mediate between the council and his mother, Enid Weston. Enid has barricaded herself into her ramshackle flat in Glebe Hamlets, which the council wants to replace with a new development. A key player is the builder, Gordon Gregson, who not only built Glebe Hamlets, but expects to make a handsome profit from the new building.
