Experts say that girls, who now make up a much larger portion of incarcerated youth than in decades past, have often been the victims of trauma and abuse. However, the system is not well-equipped to meet their mental-health needs. Now, programs in Jacksonville, Florida, aim to provide diversion and counseling to improve their outcomes.
