The threat of North Korean ballistic missiles test fired over Japan underscores Japanese Prime Minister Shinzo Abe's efforts to increase military spending and expand the mission of the country's self-defense forces. Two years ago, Abe successfully pushed Japan's parliament to change a law to let Japanese troops participate in combat missions overseas, which had been prohibited since the end of World War II. But for the past seven decades, Japan has also relied on the United States for protection, with most U.S. troops in Japan based on the island of Okinawa.
