TOPIC: Foster care in crisis. The number of Arizona children taken from birth parents and placed in foster care rose 36.1 percent from 2010 to 2013, according to the latest state report. That includes a 14.9 percent increase from March 2012 to March 2014. Meanwhile, the number of licensed foster homes in the state fell by 438, or 11 percent, in the last four years.
