How did Sagwa get her colors? The Foolish Magistrate is in charge of rule making, and he makes lots of rules. One day he comes up with a new edict: "There will be no singing!" Sagwa accidentally spills ink all over herself and the rule scroll, blotting out the word "no" and effectively changing the law. The villagers are so happy when they hear the new law that they sing the magistrate's praises for being so kind. This warms the Foolish Magistrate's heart, causing him to celebrate the inky Sagwa and the wonderful thing she has done for the villagers and for the Foolish Magistrate himself.
